Between 1993 and 2001, Mayor Richard J. He reformed the nation's second largest public school system, modernized the Los Angeles Police Department, and reformed Los Angeles' City Charter. After an unsuccessful run for California governor, Riordan worked for Governor Arnold Schwarzenegger as his secretary of education.
