This would be somebody who is just starting out in magic, who has perhaps seen a magician live or on TV who would like to learn the craft and perform magic or who aspires to become a professional magician. We strongly recommend you read What are the best magic books for beginners? before you purchase your first magic books.

Not everybody has the opportunity to be mentored by a master magician. Reading (e)books, practicing and performing are the primary means to acquire the necessary skills. Go easy on watching DVDs or YouTube videos. Watching too many videos early in your development as magician will make it a lot harder to develop your own personality and find your own unique persona as magician.

I couldn't find out much about the author, but it appears that he worked professionally in telephony, thus perhaps also his contribution of a telephone trick in Magic is Fun issue 2. He was the second earliest discoverer of the only magic hexagon in 1895, which he patented in 1896, and was long thought to be the first until new records showed that the German Ernst von Haselberg discovered it in 1887.
